WATER BILLING GENERAL INFROMATION

The Town of Topsail Beach always mails utility bills out on the last day of the month (or closest business day to the last day) and the bills are always due the 25th.  We have several options available to you to ensure that you can pay your utility bill by the 25th, regardless of receipt of the actual bill.  The first, and easiest, is to set your account up on bank draft.  The Town will process our accounts set up on bank draft around the 23rd of the month and apply your payment to your account before we assess late fees.  This must be done through a checking or savings account and the application can be found on our website or by clicking on the following link: BANK DRAFT APPLICATION, this can be returned via mail service or emailed to [email protected]

The second option is to create an account on our on-line bill pay system which can be found on the homepage of our website: topsailbeachnc.gov.  This link is intended for people who would like to use a credit card to pay their utility bill.  However, if you do not wish to pay with a credit card, you can still use this link to look up your balance owed and mail in your payment.  Additionally, when you create your account you can select an option to receive an email notification when your new bill is processed. 

Finally, if these are not reasonable options for you, the Town suggests that if you have not received your utility bill by the 10th of the month please call us at (910)328-5841 and we will be happy to assist you over the phone.

New Service or to change the account holder on existing requires a completed application and a $100 deposit for residential service, $200 for tenant / $300 for commercial.

Bank Draft
You may elect to have your utility bill automatically drafted from your bank account by completing the bank draft authorization form and returning it to Town Hall along with a voided check.

Water Leak Adjustments
If you believe that your water bill is incorrect due to a possible leak you are able to apply for an adjustment.

Trash Collection
Trash is collected on Mondays during the off season and Mondays & Thursdays during the summer. Short term rental properties are required to have two trash carts.
TRASH RULES AND REGULATIONS

Bulk Item Pick-Up
Vegetative debris and large household goods are collected the first Friday of the month (first and third Friday between Memorial Day and Labor Day). This includes electronics and e-waste, appliances, furniture, mattresses and yard waste.

Vegetative debris must be in 4 foot sections or less to be collected. Also, yard waste should not be bagged, but piled near the edge of the street. Please remember vegetative debris pickup is designed for lawn clippings, leaves and trimmings of trees and shrubs, not for large or contracted projects.

Construction debris and material WILL NOT be picked up in bulk item collection. This includes: lumber, treated or painted, etc.; pilings, decking and walkways; any material from new construction, remodeling or replacement/repairs; concrete cinder blocks and bricks; carpet, tires, sinks, toilets and doors. DRY paint cans will be picked up.

Recycling Center 
All Recyclables (glass, plastic and paper) can be brought to the recycling center located in the front parking lot of the Assembly Building. These are bulk recycling bins that have the Town logo on them in which all recyclable material can be placed.  The dumpster located next to the Assembly Building is for their private use and is NOT for recycling or public use:

  1. Remove lids and caps and crush your plastic soft drink bottles by stepping on them. You'll be saving space in our containers allowing us to operate more efficiently. 
  2. All glass containers may be recycled. Please rinse them out and remove the metal lids.  
  3. Newspaper and all of the inserts can be recycled.  To maximize the amount the bin can hold, you can tie them together with string.

Local Wellhead Protection Program Plan
The Local Wellhead Protection (WHP) Plan dated March 24, 2023 has been approved. State WHP Programs are intended to be a key part of a national groundwater protection strategy to prevent contamination of groundwaters used as public drinking water supplies.
